There will be a ribbon-cutting ceremony at 11 a.m. Tuesday on the observation deck at Steamboat Landing Park, 100 Washougal River Road, to officially open the replacement.“It served its useful life,” Rob Charles, city engineer in Washougal, said of the old dock. “It wasn’t structurally sound anymore.
